Chasing Shadows of Education Across the States in India: Mapping Its Policies and Practices at School Level

Chasing Shadows of Education Across the States in India

Abstract

This chapter aims to critically analyse the policies and practices of private tuition in India. The objectives of the study were to investigate the phenomenon of shadow education, analyse the factors that affect its demand and expansion, assess its impact on students' academic achievement, and identify the challenges. This study employed both primary and secondary data. Secondary data encompasses literature, nationwide surveys like the National Achievement Surveys (NAS) and the National Sample Survey Office (NSSO), and governmental policies and reports. Primary data was gathered by utilising a self-developed questionnaire. It concludes a surge in the demand for private tutoring services, particularly in disciplines such as mathematics, physics, economics, and chemistry. The primary drivers of its demand are competition and the inefficiency of mainstream education. It has developed into a multi-billion-dollar industry, with a significant proportion of students enrolled in it. Thus, establishing guidelines and consistent monitoring are essential in India at this juncture.
